this is an attempt at an international joke.  not sure if it works.

this chap was looking very worn out.  now’s he’s been nicely painted up in honour of the all blacks i suspect

part of the prisoner rehabilitation process.  they are allowed out occasionally, but only with a fence.  so people don’t take offence.
