have you noticed these new things which have appeared on some parking meters ? They are bags with words on.

what does it all mean (and more specifically what do they both mean ?)
they’re all the rage these new parking meter ‘hoodies’. i am thinking of having my own made that says “temporary conversion for harassed mother of three who has been unable to find a legitimate parking space…” of course, it would have to be a really big hoodie to fit all that on.
