this is a funny old picture. i don't know about you, but looking at the big version (click it boyo) makes me want to fall over.
best of all is the writing on the hat which says 'City of Westminster, Safe Streets'. They are obviously making the streets safer for pedestrians by giving them free construction hats.
the only people wearing bowler hats today are those advertising things.

hats were plentiful in the Tower of London.
the one on the left was spotted and photo'd by esther who made kezia pose in this position for ages whilst she got the photo right.
did you spot the little vampire on the second hat ? i suspect this hat wasn't lost by a child, rather disposed of by it's parents:
in the oldened days they used to put heads of criminals on spikes in London. to commemorate and to see if there is public support for such practices to be revived, someone has left their hat on these spikey railings.
