There's an alternative meaning which wouldn't require a stopwatch.
If he closes the gardens immediately after the sun sets then the gardens will indeed be closed one hour after sunset, providing noone opens them again in the interim. They will also be closed in the middle of the night and one minute before he opens them again the next morning.
Obvious, really, when you think about it too much.
